How to fix it
Enable VNet Route All to route outbound traffic through network security controls. In Azure Portal: App Service > Networking > VNet integration > enable Route All. See: https://learn.microsoft.com/en-us/azure/app-service/overview-vnet-integration
Careful: Routes ALL outbound traffic through VNet. Requires VNet integration to be configured first. May break outbound connectivity if routes/NSGs are misconfigured
