VPN Gateway should not use internet routing preference

What CGPulse checks

A resource passes this rule when isRoutingPreferenceInternet must equal false. Anything else is reported as a finding with the evaluated property value attached as evidence.

How to fix it

Set routing preference to Microsoft global network for better security and lower latency. In Azure Portal: VPN Gateway > Configuration > set Routing preference. See: https://learn.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-about-vpn-gateway-settings
